Mr. Bogdan Klich for the time being the [Polish] Minister for National Defense [MON], presents to the media and public opinion contradictory information giving assumptions to speculations that he is not thoroughly oriented what is going on in military units being subordinated to him, as well as, in respect to their commanding officers. Certain Klich’s statements have been summarized by General Sławomir Petelicki and the [former] Deputy Minister for National Defense Romuald Szeremietiew.

Gen. Sławomir Petelicki, who is a founder and a first commander of the [Special Forces] GROM unit, issued an “open letter” to the MPs yesterday, [both representatives for the Lower Chamber and senators of the Senate]. It contains a short response on several of Bogdan Klich’s statements concerning and explaining involvement of the Ministry (or its lack on the part of MON) in the process of preparation for the President of the Republic of Poland  Lech Kaczynski’s visit to Katyn on the 10th of April 2010. Gen. Petelicki, who in his earlier dramatic appeal has already demanded immediate resignation of B. Klich, presently writes as follows:

Just before Prime Minister Vladimir Putin’s visit to Westerplatte [Gdansk], Minister Bogdan Klich in his appearance on TVP24 [sic! Should be: TVN24] stated, that Russia is our enemy. For this reason, First Deputy of the Minister for National Defense [Sekretarz Stanu - MON] Gen. Czesław Piątas, who had studied in the Soviet Union, is extremely valued by the Ministry, since he knows the enemy’s tactics!

However, the Minister sent all the commanders of all kinds of military forces, as well as, the Chief of the General Staff on the top to enemy territory on the 10th of April, 2010 and now the Minister simply pretends that he did not know that all these top military leaders were sent at that time. At one point in time, the Minister asserted that he received information privately by way of the late General Franciszek Gągor, but a following time he remembered that received a letter from the President’s Chancellery.

To summarize, it did not paint a picture that the Defense Minister did not care about the top military leaders nor was he not interested by what means of transportation they would go to in his own words enemy’s territory. He had not given them a C.I. security, the subject he analyzed in yesterday’s [popular] TV show hosted by Monika Olejnik called “Dotted I’ (Kropka nad i). He however admitted that officers of the Military Counterintelligence Service (Służba Kontrwywiadu Wojskowego) flew to the crash site on the 10th of April in the evening hours.

The Defense Minister did not feel the need to visit on the crash site immediately, where the military commanders subordinated to him were killed, to take command together with his Russian counterpart.

During today’s parliamentary statement in the Sejm Bogdan Klich admitted, that had made reports to the Military Counter-Intelligence concerning meetings with an independent expert, a graduate of American courses on risk management and the state of critical infrastructure security. However, he did not admit that he proposed to his American-trained expert to call themselves with first names in course of further conversation. It was witnessed, that Klich thanked him using phone SMS (which are archived) a few times for his help and support.

To your sole estimation, I ask you if such a minister could be trusted by the Prime Minister?

In his statement, Petelicki makes remarks on Bogdan Klich’s parliamentary explanation, in which he questions the General’s integrity due to his connection with the Polish People’s Republic (PRL) [security] structures in the past. Simultaneously, on his part B. Klich denied having any conversations with Petelicki on the subject of the situation development after the code-named C295M airplane crash.

The role carried out by Bogdan Klich in the very first hours and days after the crash was the subject of commentary made by the Chairman of the Air Accidents State Commission Edmund Klich [no relation], who was sent to Russia as the head of the commission examining the source of accident. He stated, [after arriving] We did not have any support. On my request made to Minister Klich that I did not have a translator he answered, ‘What have you been doing there for three days? You are supposed to arrange for a translator yourself. What have you been doing there for three days? You should arrange it yourself.’ „Edmund Klich said that his Moscow trip had been financed solely by himself privately and that Minister Bogdan Klich pressured him to activities that were not in accord with the [Polish] Law. He also stated that the [Polish] experts working in Russia were disconnected from news coming from Poland. They did not have any special means of communication.

“I know who is causing alarms. It is the people responsible for the crash that want all mistakes to connect with the pilots”, said Edmund Klich in an interview for TVN24. “But those pilots are at the very end and are collecting the faults of all the others. A basic mistake is imminent to the system. The state of aviation is in permanent crisis. The [following are the types of airplane:] CASA, Bryza, Mi-24 and Kania accidents were all so-called ‘system accidents. The system itself was not repaired or improved after the crash of the CASA. Recommendations were introduced but their implementation is a real fiction. Weeklong courses were taken and it was concluded that the problem was resolved. Besides, it was rather more information than training. Should such accidents in civil aviation with such causes, have led to such situations, we would have one disaster per week. In civil aviation, there are procedures and these procedures are not exceeded“, summed up Edmund Klich.

Edmund Klich is no longer chairman of the committee that is investigating the cause of the accident near Smolensk. He remains an accredited representative of Poland in the Russian commission investigating the causes of the presidential Tu-154M disaster. The Minister of Interior and Administration Jerzy Miller, a man without any experience in air disaster investigations, has taken E. Klich’s place. Minister Miller is the person responsible, among others, for the functioning of BOR [Polish counterpart for the Secret Service of the U.S. Government], and is therefore concerned, just like Bogdan Klich, who was originally appointed the committee and has to approve the report, in order to avoid responsibility for mistakes that had been made.

Many politicians and former military personnel including Deputy Prime Minister Ludwik Dorn and former Deputy Minister of Defense Romuald Szeremietiew have called for Bogdan Klich’s resignation. “I could find many reasons for Minister Klich’s dismissal, but I would like to concentrate on one thing. We have experienced a series of air disasters over the past two years that have not occurred in peacetime armed forces of any other state”, said Dorn informing of a special letter sent to Prime Minister Donald Tusk. “Minister Klich has said that the pilots lacked a soldier’s luck, then, that the accident was their fault due to their nonchalance after the first Bryza air disaster. Indeed, this nonchalance is a favorite word for Minister Klich. He used it even after the publication of reports on the disaster C295M and Mi-24 disasters as if he did not accept the news of a serious crisis in the Polish Air Force, and training of its pilots”, summed up Mr. Dorn.

In turn, Romuald Szeremietiew of the prawica.net web portal writes, “Among the tasks performed by the Ministry of Defense is the implementation of air transport of the most important people in the country, i.e. the President of the Republic, the Prime Minister, Speakers of the Parliament and Senate, Ministers, members of government delegations. All issues related to air transport, flight safety, the selection of landing sites, including the backup landing sites, the completion of formalities to protect and control the flight, take off and landing are the responsibility of departments subordinate to the Minister of National Defense. The Minister of Defense has the tools o accomplish the above tasks.

In the case of the flight of the delegation headed by the President of Poland to Smolensk, we have the following situation:

1. Flight a large delegation consisting of very important people, implemented with the help of just two aircraft (Tu-154, Yak-40).

2. A group of BOR (Secret Service) officers were sent to the airport but the Ministry of Defense officers did not investigate the conditions of service for landing an airplane with the President of Poland. At the airport, there was neither military counterintelligence nor ABW (Interior Security Agency) officers.

3. Minister Klich assured that the crew of the Tu-154 had selected two spare airports (Minsk and Vitebsk), this may not correspond to the truth since none of these airports had any Polish staff. BOR was not aware of anything about that choice. The Russians were not aware either.

4. The lack of Polish services to monitor aircraft landing indirectly contributed to the disaster. The absence of counter-intelligence service after the disaster has made it impossible for the Polish side to secure the data from electronic media from the crashed aircraft. They are in the hands of the Russians.  Minister Klich has ensured that despite this there have been no leaks of information of national security yet this does not seem plausible.

Given the above, one can conclude that the organization and execution of the flight to Smolensk lead to serious irregularities regardless f the status of any current procedures for the Ministry of Defense.”

Minister Bogdan Klich remains the Minister of Defense. All the commanders responsible for bringing to the collapse of training of Polish military pilots remain at their posts, including Chief of Staff Air Force Gen. Krzysztof Zaleski and responsible for the training of General Anatol Czaban. Gen. Czaban is even taking an active role in the disinformation action after the Tu-154M disaster, in particular, accusing the military, who has previously warned of the terrible conditions of safety and training, of incompetence and bad intentions (e.g. informing). In this situation, it is unlikely to identify the real causes of the disaster in Smolensk, and to reform the Ministry of Defense at a necessary scale, and the responsibility for this situation and its aftermath is taken by Donald Tusk [Polish PM]. Initially, number five on the list of personnel of the delegation traveling to the ceremony to Katyn initially was Mr. Bogdan Klich, Minister of National Defense. Ultimately, alongside the President, Stanislaw Jerzy Komorowski, Deputy Minister of National Defense represented the Ministry of Defense. Minister Komorowski was buried in a cemetery in Warsaw on 16th April 2010. Minister Bogdan Klich spoke at his funeral.

Po przekroczeniu granicy rosyjskiej konwój z Jarosławem Kaczyńskim zmierzającym 10 kwietnia do Smoleńska na miejsce katastrofy miał zwolnić, a następnie krążyć po mieście. W tym czasie premier Donald Tusk rozmawiał z Władimirem Putinem. Według ustaleń Polskiego Radia, trasę z Witebska do granicy białorusko-rosyjskiej konwój z Jarosławem Kaczyńskim, który zmierzał do Smoleńska, by zidentyfikować ciało prezydenta RP, pokonał bardzo szybko. Tuż po przekroczeniu granicy rosyjskiej zwolnił. Pokonanie około stu kilometrów z Witebska na miejsce tragedii zajęło blisko trzy godziny. – Bardzo sprawnie dojechaliśmy do białorusko-rosyjskiej granicy. Tam 40 minut sprawdzano nam dokumenty, mimo że mieliśmy paszporty dyplomatyczne. W drodze do Smoleńska eskortowała nas już rosyjska milicja. Jechaliśmy bardzo wolno, około 25-30 km/h - relacjonował jeden z członków delegacji Adam Bielan. Delegacja pytała konwojujących milicjantów o powody tak wolnej jazdy. W odpowiedzi mieli usłyszeć, że takie mają rozkazy. Jeszcze przed Smoleńskiem pojazd z prezesem PiS został wyprzedzony przez kolumnę z premierem Tuskiem, który na Białorusi wylądował kilkadziesiąt minut po Kaczyńskim. Potem autokar z Jarosławem Kaczyńskim jeszcze krążył po mieście. W tym czasie premierzy Polski i Rosji odbyli spotkanie. Informacje te miał zweryfikować Piotr Paszkowski, rzecznik Ministerstwa Spraw Zagranicznych.
